Summary:

This paper investigates how the field of cultural economics has affected arts advocacy and arts policy. It looks at how arts advocates utilize cultural economic rationales to assist in the process of issue definition toward the end of creating positive policy change by looking at the arts policy sub-government while they engaged in appropriations hearings in both the Senate and the House during fiscal years: 1967, 1982 and 1997.
