Pablo Barbará Gómez. Political Affairs Counsellor at the Spanish Embassy in Colombia, and former Deputy Director General of the Cultural and Scientific Relations Directorate at the Ministry of Foreign Affairs and Cooperation of Spain (MAEC).
Pablo Barbará is a Spanish career diplomat (since 2000) specialized in Latin American and African affairs, with a solid experience in political affairs, development cooperation, European affairs and cultural diplomacy.
All along his career he has developed a sheer interest in cultural and public diplomacy activities, managing substantial budgets. An expert in Culture and Development cooperation, he has actively worked in this field, managing different programmes and tools, creating cultural centres, and participating in international seminars.
As part of his responsibilities at the Spanish Agency for International Development Cooperation of the Ministry of Foreign Affairs and Cooperation (2008-2011), he participated, together with UNESCO and the European Commission, in the efforts made by like-minded countries and multilateral organisations to acknowledge the role of Culture for the achievement of the Millenium Development Goals. He served as coordinator of the International Seminar on Culture and Develpment, held in Girona, may 2010, that helped create momentum for that purpose.
All along his career, while serving in different positions and countries, he has always believed in foreign policy with a cooperative dimension, which endeavours to unlock the full potential of culture in international relations and integrates cultural, educational, scientific and environmental affairs in external action, as the best way to generate solid links among different peoples.
